Troops were out by 73 but the claim is that the South was able to hold off the North on its own so long as the US supplied the South with aid, as per its treaty obligations. The US Congress cut off said aid, and then the South quickly fell. Russia broke the aid limitation before us.

Further simplification with a scenario. One person dislikes another. That person tells her friends that the other is a whore. Those friends openly believe. Those friends tell their friends and it spreads like wildfire. By the end of the day it gets back to person B but it doesn't matter because the whole school believes it. If you've been to highschool, you know this to be true. I chose this scenario because the real world isn't much different or wiser just because we are older now.

Tom, I think McClellan's timing is probably better now than it would've been had he said something right away. You know that Fixed News et al would've simply dismissed what he would've had to say as sour grapes by an ex-staffer. The book carries more weight now because it came after a period of reflection and is thus more credible. Of course, it would've been even better if he'd have dropped it in September or October, closer to the election, but Scott probably didn't want to be that cruel. ;-)
