The joke goes like this- Most english people will pronounce "Owain" (welsh way) as Owen. Owen Hughes is cockney for "do you use" as in do you use drugs. So when he says "no I don't" he is answering the cockney question as a joke on the english pronounciation of "Owain". XD Hope this helps.

I'm welsh. I speak welsh Fluently. My best bet would be that its a play on words "Owain Hughes" prounouced in a thick southen welsh accent (I'm from N wales, fortunatly I have no

obvious Welsh accent) could be interperated as "Oh I use" - a reference to drug use maybe, and he replies "before you ask No I dont"

Note that people trying to "Put on" a welsh accent to spot the reference will not work. Different syllables, sounds etc.
