Cabrini was a sad experiment. Hopeful at first, but it went terribly bad after the riots and later, especially, with crack. They're almost totally gone at this point. I live a few blocks away. It's surprisingly safe to walk through. You wouldn't get in any trouble walking through there unless you went looking for it up in one of the buildings. Many people are still suffering, just not in one place at one time.
