He won against luke in cloud city, and against Ben Kenobi on the Death Star.

No. He lost to Kenobi on the Death Star because Kenobi became super powered when Vader tried to strike him down. He vanished before Vader could do any damage.

As for Luke, he was worse than an unskilled padawan. He never even knew how to work his saber (though the only reason Vader won was because his suit protected him from Luke)

Your an idiot Obi Wan let darth vader win because he knew that he would serve luke better as being a part of the force. Technically vader won. Also vader was only toying with luke in the duel on cloud city. He was using 1 hand at the beginning, knocked luke around by throwing objects at him with his superior knowledge of the force, and had luck cornered with his saber near his face. "You are beaten, It is pointless to resist, dont let yourself be destroyed like obi wan."

Boo!! The Chosen One could not fulfill the prophecy then. To destroy the Sith and bring balance to the Force, Vader had to kill Sidious and preserve Luke. For Luke was neither a Jedi nor a Sith really because too much emotion to be a Jedi, yet too much goodness to be a Sith.
