Fact is not a secret, a secret may be true, or it may be a lie, but it does not have to be a fact. Secrets are B~S''t, because they hide knowledge from somebody. Secrets are a, and cause of, the breakdown of negotiations between two parties who distrust each other. The only deterrent to secrecy, is time. After secrets are exposed, during negotiations, a cooling off and discovery period must be allowed to both parties. If forced, secrets will destry negotiations and they become worthless.
