I think it's because Dusty is a natural criminal and that's why he never became a cop.

@PeterBluth Well, I guess so. I guess it's also because he's a very lonely man. He's an only child, his parents are both dead and he has no kids. He's only been married twice and both times lasted less than a week. His marriage to Jennifer lasted only a few hours and his marriage to Meg lasted only a day or so and it wasn't even valid. I guess he just wants to be part of so many things, but he has to stop playing superhero and getting involved with other people's problems and start his own life.

Benjamin Hendrickson is awesome in this scene. It's a shame I didn't get to see him on the show when he was alive.
