That power-hungry, paranoid FBI agent gave the order in the end. This movie may contain elements of anti-gun and anti-nuclear, but it does not demonize the military in the end. Serves as a great reflection in bureacracy: "Soldiers don't start wars, politicians do." Would be a great movie to show a class how dangerous the nuclear 50s and 60s were.
