ok what i find funny is the fact do you know the difference between a constable and a police community officer? :D ok il give the best example there is.constable holds a warrent card and is given the power to act as a individual so therefor has the power of discretion. a police community support officer holds no warrent and employed by the government but has very few powers of arrest! try not being so aggressive when you speak to them they will respond better towards you.
