It's the Wildgear, just equip it to your Panel slots if you have it unlocked. I believe it comes as a reward for completing a certain mission with 100%, I got it very early on in the game around day 3X-4X.

the done on each mission has to be gold/yellow color

if the done is white you have to re do it
