Mind games is how you play, skill is the level of ability of control over your character. Both are necessary for melee. Brawl is much more strained on mind games because the skill to play the character is very minimal on most of the characters. A few moves might take some practice but that's about it.

@KazeKishi I never really liked tournaments in Melee for that reason. There was a huge gap between tournament and non-tournament play because tournament played relied on knowing a lot of combos and how to break out of them and whatever. Playing Brawl is a lot more in anticipating your opponent. I know it sounds the same, but the big difference is you can get to a tournament level in Brawl without spending days on the internet or whatever learning a load of combos somebody else came up with.

You can't tech it. You can tech BEFORE you get hit by the laser, but once you're caught in the lock, it's a true infinite, unless there's an edge in which to fall off, which in competitive play, there always is.
