This is Steve Rodway (aka Motiv-8) he's from the UK. He did several killer dance songs in the mid to late 90's, early 2000's. Eurodance stuff mostly..club mixes much like the one here with his addictive beats. I read somewhere his claim to fame was focusing on songwriting, not the dance beat...that's why his mixes are so melody-driven.
