Some misconceptions..It was never established that a guy who stepped into the pool of a drowned girl would become a beautiful woman/girl. Time and again whenever something used the similiar curse such as in the 2nd movie or that one episode with instant pool of drown man, whatever was touched by these waters, only turned into a male version of what they were in a human like form, we can assume Ranma only became a attractive female because he was a already equally attractive guy. No homo.

@Selvokaz To further answer your question i went to some friends/experts on the series, and they revealed to many the manga arc in question, according to them the monkey did no look exactly like Ranma, nor was it particularly beautiful, it had long hair though and Rumiko Takahashi's style generally has all characters look pretty much the same. So it's not standard or fact that this case is by which all instances should follow.

One thing to note is that the spring of Akane turned people into Akane so it may come down to more the name given the the spring that does it but then again it's often just called a plot hole or what most fans say: "It's magic"

Ranma tried to beat him by making him stop in shock after flashing him because it worked with the others in herb's group (men who rarely if ever see women) and herb says he isn't in shock he's pissed because boobs remind him of what the monkey did to him. He was in shock of seeing the monkey's boobs letting the monkey knock him in the water then in shock again after seeing his own boobs and the monkey locked his cruse on.
