on the album, i think it's multiple tracks of a metal slide past the frets on the high e string. i really wish i knew exactly what was doing, though.

@Naxxx I have the official guitar book for Mellon Collie and it says he uses a harmonizer pedal. I personally don't have one and haven't been able to reproduce the effect for myself but that's what it says he uses.
