I think a lot of people are missing the point here. This is just the video that was shown on the big screens at the Royal Albert Hall during the Doctor Who prom 2009. This was played back to the people attending the Doctor Who BBC prom at the Royal Albert Hall last summer. On the DVD of last Christmas' Doctor Who special ('The Next Doctor') they have a clip of the Prom and how this was integrated into the event. Without this info, this clip seems bizarre. But in context, its pretty cool!
