The woman's name is Masane and the girl's name is Rihoko. 6 years prior to the start of the anime, Masane was found at the center of a disaster that destroyed a good portion of Tokyo with Rihoko as a baby in her arms. Masane had lost all her memories that day of who she was. I don't want to ruin it for you so I can't give out any more details than that.

For me, not only she owns'em all (physically speaking), but also she stands out as the only true antagonist, being aloof, arrogant, truly evil and powerful as well (find another Neogene who beats up Masane that much). Too bad that Shiori was used only as a minor character, replacing Maria or the others as one of the final "bosses" could have been great.
