not quite these's are basicly a type of tesla coil just the primary and secondary are connected. turning 110v 1a to around 10kv at a vary high frequency. @poiboi3 E-meters are just simple galvanometers, though. Coil windings that detect small amounts of resistivity. They get dressed up with fancy doo-dads, but the basic parts for them are available at electronic surplus stores for about $2. A little meter detects resistance across your skin.

Like a lie detector, stress makes you sweat, skin more conductive, meter goes up. Relax, skin dries out, more resistive, meter goes down. They call it "auditing". Techies call it hooey.
