He was one of the senior NCO's in country and was the second in command of all navy personnel in Afghanistan. He was all around the country setting up equipment and the taliban couldn't get to him. Meanwhile taliban leaders are getting killed almost everyday.

Seems to me to be a big difference in the effectiveness of each.
