The only issue here was the fact he solicted a street prostitute. These women infest these communities and public spaces where kids play and mothers and daughters walk. Also, this attracts hundreds of "Johs" to these areas. If they would have kept it 100% behind closed doors I would not have had an issue with it.

Being a Navy Vet myself, I find that rather disgusting. That kid is never going to make PO3 if he's going to keep doing that stuff. I'm suprised they didn't send his ass to Captain's Mast. If I were his Cheif or his LT, his butt would be under XOI and then Captain's Mast faster than. . .you know. He wouldn't be an E-3 very long after the CO was done with him. The Navy actually frowns on that kind of behavior.

I didn't want to say that I like it but that I don't understand why it's such a big deal to you. If you look closely you will find prostitution everywehere.
So maybe legalizing it in special areas could help you keep it out of areas where your kids are playing.
