For all you geniuses out there, its not a mod or hack. Its the remains of an AI vs Players scripting that was left in the game like someone said already. By overloading the map, the coding used to block out that script gets removed and it can allows the unfinished AI program to roam the map.

dude it's not hard. fucking learn to overload a map and fulfill a few basic spawning "conditions" and a ghost will spawn. most people who know anything at all think believe that its essentially a bugged AI from an unfinished Swarm (players VS AI) game mode, but was left in the coding by accident, as the mode was scrapped as the release date grew closer. You just gotta overload the lvl and glitch it. learn to google buddy...

I have spent much time researching these ghosts and I think this is the only one I've come across that's unexplainable if u look at their connection it probably wasn't a laggy player because it was good connection. Also the thing that gets me about this one is the melee animations right at the beginning were completely different than any melee animation with ANY weapon in halo 3. This is a network glitch as he mentioned in the description already. It's actually a player in the game who can only be seen by the host as a default spartan sliding around. He doesn't have any animations(no turning or anything else) so it seems like he has autoaim, autostick, etc.

It's not a hack, it's not a bungie member or admin(how stupid can you be??).
