okay, by your logic, the cops should find out his information, then pick him up at home? What happens when they show up and he gets in a car again? "oh well, we tried." and come back later? No. This accident was the fault of the criminal, and possibly minorly the fault of the vicim for failing to be vigilant and pull over when the police car was approaching. The police are not to blame for these accidents, just the criminal who chose to endanger lives by not pulling over.

Judging where his car hit the other car, it's most likely himself that died. He hit the far back of the car, side back in fact. Since cars have better side impact in most cases than front, he probably died. His organs were traveling at the same speed the car was going, so internal damage on his part. The other car was going like 25-30.
