You get this by going online and then going into a wreck yard, selecting the GT (or Tempeasta, Inferno Van, Hunter Cavalery) and going though the paint job finishes, should be there

TRY THIS , when u go 2 the cunstruction birdge go on top of the parking garage, with medium speed drive to the ram that is facing the cunstruction birdge in mid air hit show time , you should be able to get in to the bridges construction site!!!
