This happens in two cases.

1. The object (you) is moving too fast, and so the engine starts removing graphical detail as you gain speed, because from a stationary person's point of view, you're moving too fast to see any detail anyways. This is done to keep the game running its fastest.

2. The map has a graphics rendering boundary, and since you've exited that boundary, the engine doesn't care about making your character look decent anymore, so it starts removing tons of detail from you.

It is called a LOD glitch. Since you are far from the map, the LOD goes down to the lowest detail possible.

im saying this once and only once so listen damnit! to get the gold guns, go to the weapon store and when you are looking through the rifles, click "X" or "Square" if you're on PS3. there alre the gold guns. its not hard but you all make it seem like its impossible to find. (same rule applies with the pistols)
