I disagree. Collins was the one who shattered Britain's intelligence system. Collins didn't want to be at the treaty negotiations. He said himself "I'm no politician". So why did Dev not go to the treaty negotiations and insist that Collins go instead when Dev was considered the political leader? He did it because he knew the Brits wouldn't give up the north and this way he could turn around and denounce Collins. If it weren't for Collins the bloody union jack would still be flying over all 32.

Dev tried to make Ireland completely independent from Britain, both politically and economically.
Dev cut all ties to the British Empire and Commonwealth. He removed the oath to the King. Also he kept Ireland neutral during the war and out of NATO.
His policy of economic independence laid the groundwork for the present Irish prosperity.
He was prepared to die for Ireland and represented the soul of Ireland.
