I don't know a whole lot about their involvement in the war, but that bombing couldn't have been the first time the U.S. had trouble with them... was it?

Well, it's not the middle of WW2 for the US. Pearl Harbor is what got the US into WW2. The Japanese only joined the AXI after bombing Pearl.

I think that you'll find that they were members of the Axis before Pearl '41 -
after Pearl Harbour, there was a spate of War Declarations, namely the U.S. also declared war on Germany and Italy and
reciprocally the U.K. declared war on Japan, I believe.
