According to what I have found (in case others were curious), this is Remember Me from an anime called Initial D (never seen it). Can't find the artist.
Yes there is, but the place where I got this, the person who put it on took it off so it isn't there anymore... DVDs were, ( I don't know if they still are) being sold.
