That's normal for analog tape such as Beta, VHS, S-VHS, 8mm, and your Hi-8. You just need to crop it out when rendering after your edit if it bothers you. It contains information for your old television. Since it is below the viewing line of your TV, it's not noticed there.
it looks like it has a slower frame rate...slower than 29fps at least.. i bought a pd150 for $600, so im happy with that XD
