Couple of reasons.

1.) Cyon mod (the mod in the video) was made with an outsert because it looks nicer and because you cant put an insert in a retr rsvp body (you could but it would be really really hard and not worth it)

2) This video is just showing the technique of how to make/put on an outsert. This technique is mostly used for opaque barrels/nontransparent barrels.

I once had a penwish comssa with the outsert made like this and it was still great to spin with.

Laser printers suck, Ink is expensive as hell, and when they are rolled up, the insert is fucked.
