Are you aware that this is a Myth. Windows doesn't actually reserve 20% of your bandwidth all the time, it priorities 20% to programs that request high priority access to your network connection. This is part of QoS.
100% of your connection is always available, however if a high priority program requests bandwidth Windows will force at least 20% for that programs use.
when i run gpedit.msc it brings up the menu but i dont have the network option.what am i missing?

Well Window Vista stinks though i use it..On my second computer and i have to update it everytime just to make vista run well...

when i go to "administrative templates" , there is only one folder called "windows components". Can you help with this please?

you can download the gpedit applet by googling it. it doesnt come packaged with XP Home.
