@c0ngunction It's animated in After Effects, but the design elements (scenery, vehicles, etc.) were made in Photoshop and Illustrator. This is a particularly basic example (and was one of the first motion design pieces I ever made), but once you have the different elements needed, just bring them into AE and start keyframing and animating them as you best see fit. This is as much about design as it is animating though. Animating is sometimes the easy part; making things look good can be hard.
