It's literally a bunch of antennas. Think about that. Antennas. They just happen to be aimed at the sky to heat the ionosphere for research into that layer of the atmosphere. This basically precludes the whole mind control thing as the phased array is focused squarely on the ionosphere. And even if this could be aimed at people, it would have about as much effect as a police radar or wifi signal, which is to say, none.

Read further in to the HAARP, you're missing information. The HAARP shoots into specific spots in the ionosphere, correct, but it's effect is ELF waves or Extreme Low Frequency that are suggested to be able to alter moods based on being of similar frequencies of those which our brains and bodies function at.
