So, this video is saying that the majority party in the House, the Senate and the ruling party in the White House (ie, Republicans) were kept from resolving these concerns by the Democrat minority (this was 2004, right?). Give me a break!

To review: a party with 41 votes in the Senate can fillibuster and block action by the majority. This is why President Bush had so little success getting judges, even for appeals courts, confirmed. So yes, the minority can block action. Woe to us if the Democrats can run the table in the Senate with a 60-40 majority. Your money will not be safe.
