try listening to the music and you will see that him mentioning biggie and 2pac had a purpose. not only did he allude to them but he alluded to (in the same vain) micheal jackson, martin luther king jr., malcom X, jesus christ, and even julius ceasar. Did you miss all that, did it go over your head. he was saying something very real that added greatly to the song and if you listened to it instead of writing it off you would have got it.
