Prisons are full mostly because of drug laws. Someone doing drugs gets packed in with rapists and murderers then comes out more fucked up than they went in. Lots of people are being put away for bullshit, because there's big money in exploiting prisoners for cheap labor. Keeping drugs illegal also wipes out competition for the big guys at the top who bring the stuff in, and also for big Pharma's drugs.

I work in the juvenile correctional system with non adjudicated CINS/FINS in my civilian time. I can refer anyone to rehab and there is no threat of legal action against them.
it would be a lot cheaper though, like the price of a cup of coffee. People who drink coffee daily, and there are lots of them (and they are addicted), don't need to resort to jacking shit because they have enough money to get their fix each day.
Plus if the drugs were legal, then cures would be more available, such as drug substitutes, or drugs to get rid of cravings, withdrawals, etc.
