No you pick a character and preform 3 ultras or more and 6 or 5 perfects and you just beat gouken and he is unlocked.I have unlocked gouken that way.

I'm pretty sure you have to unlock Cammy, Dan, Rose, Fei Long, Gen, Sakura and Akuma. Then once you beat the game with Akuma that's when you must get at least 2 perfect rounds and 3 Ultimate Finishes (without using a continue) to face Gouken after you fight Seth. Yes of course the easiest way to do this is by setting the difficulty to Easiest and the number of rounds to win to 1.

I tried to kill like 4 birds with one stone(getting the Save your quarters trophy, The one where you unlock Gouken on hardest mode, and the trophy where you beat the arcade mode on medium or higher difficulty, And unlocking Gouken) Took me like 15 runs, until i decided playing with ken ,or zangief would be the best chance of getting Gouken.

@moikanos11 buy a game pad....it sucks for me too i cant do any move properly without getting cramps on my hand...a game pad with a 360 directional movement is nice

@654ha123 I've got a gamepad! But the controls just wouldn't be set right! Then i used motioninjoy simulated my ps3 controller as an xbox360 so the controls are perfect now, but the left analog stick is a bit too sensitive, it jumps too easily and i cant charge well. Plus Chun-li's diagonal left charge > right - left > LK+MK+HK  ultra combo is hard as fuck -.- and when i try to do Metsu hadoken on ryu i usually get shinshoryuken or just a punch forward -_-

@moikanos11 i feel your pain...ive been going thru that sort of crap ever since street fighter came out on PC...i guess you have to find a way to perfect your technique for your gamepad..for me i have to do all directional moves twice because it lags badly

You do not need to beat the arcade with Akuma you can just spam Lariats with Zangief and hopefully you'll get him, add a little super combos or ultras and you'll get him in no time.

@DarkHoodedGirl Here, i have the answer. If you have it set to 1 round this is what you have to do : Get 1 perfect or more. Get three ultra finishes. Get 5 first attacks :)

You cant lose a single match either.

Note: you have to use a character that you have used once before to beat arcade mode

@senorbarrigas one question: i finshed the arcade on easiest mode, 60 secs, with Sagat. I had 3 ultra combo finishes, and 2 perfects by the time i reached Seth. I fought Gouken, and beat him, but no text came up (like in 7:36), and when i went back to the arcade mode, Gouken wasnt there...what did i do wrong if anything? Thx

@123unme1 Make sure that you have unlocked all players and beat the arcade mode with Akuma also. Then beat the game again with who ever you want- I say do it just like i did with 3 perfects and 3 ultras, then fight Gouken and he will unlock.
