The cops obviously had no reason to pick him up because not even the father who was there with them knew why he was being detained. And since the cops could not explain to him their reasons, he accused them of kidnapping. From their lack of a rebuttal to the kidnapping claims the claim of the title is established.

Further more if the child had indeed committed a crime he would have been taken to a juvenile detention center and not released to his father.
