That doesn't make any sense, they're not borrowing money to pay off debt. The point of the stimulus is to increase the national income. When the GDP is increased, then we can pay down the debt by running surplus budgets.

The only way to reduce debt is to increase taxes and reduce spending. But you can only do that when the economy is in good shape. In order to get the economy in good shape, the gov't needs to invest in jobs.

The basic idea is, we need to spend now so that we can save later.
