I think he's a lyrical genius. As well as a genius in many other respects. He's far too under credited for his work. I'm not a huge fan of the whole persona he puts on, but I've heard his reasoning behind it, and I respect it. Sadly, most people can't see it that way. Look back to Smells Like Children and Portrait of an American Family and see his talent. ACS was an absolutely incredible album, as was Mechanical Animals and Holywood.
