Agreed. Capital One's rules fly in the face of federal law on several levels. They claim to over ride rights that a cardholder might be granted by the state where that cardholder might reside. AVOID AT ALL COSTS. I transferred my account to a more reasonable bank. Consider offers from Arkansas because that state regulates the interest rate on outstanding balances. California and Michigan to name a few states are currently suing CO due to its BO/BS.
