It has always been a way to figure out taxes...for the past 5000 years that nations have been keeping track of their people.
Besides, if President Obama chooses the Secretary of Commerce and thus the Commerce Department is essentially under Obama's umbrella, I don't see any difference. If anything, if Obama holds the issue closer to him, perhaps it will run more effiiciently?
