I use vegas pro 9 but i think Tilt Shift is not in this version

your right..its not in this version.Its a makeup of different effects form the filters available.

try blur the mask a bit more, and try not moving the camera.

Tilt shift are better if camera is not moving.

And try speed it up a little bit ;)
