Just thinking about your reading as it being a positive poem in that the waves /island remains with him. The North Circular surrounds London as if it were sea around an Island- further supports your reading- he is still an island man, but has a new island home...
@kekkeruk Great idea re islands but this is not necessarily positive- this replacement of one island with another could represent his insularity and the way he cannot being himself to integrate into any society or culture- he will always remain an outsider: lost and lonely. There's always a counter argument ;)

@ItsKiloh As long as you can make it in 45-50 minutes! I reckon 2-3 points of comparison so 4-6 quotations in total usually works about right.
