The number one reason the chupacabra can't exist is its diet. Blood has such a high water content that even living in the desert it would have to urinate constantly. I've never heard of anyone finding chupacabra puddles around their dead goats. Also it has a wasteful diet for an animal living in harsh environments drinking 90% H2O blood and leaving all the fat and protein in the corpse to rot.
