if you use the ammo or health cheat i think, it blocks the trophy... as well as other cheats block other trophies,,, but each time you load a saved game, it says "trophies available"... and that unlocks the trophies... so you CAN use cheats through the game, but when you try to do this trophy you cant use them...

there is a easier way to get the achivement if you haven't unlocked last island, just steal a helicopter fly a bit over it and then when you wait you can du under the radar achivement aswell
