Babyface-Cena means that the kid demographic that makes up a large chunk of John's fanbase keeps demanding their parents buy them merchandise and tickets to live events. A heel Cena likely wouldn't generate nearly as much revenue, and that's what WWE understandably cares about the most. Sad but true :(

Heels generally sell less merchandise than babyfaces (with a few notable exceptions like the nWo), and the bulk of Cena's merchandising sales seem to come from parents buying stuff for their kids (judging by the crowds on Raw, today's adult fans are likely to be wearing CM Punk shirts). Furthermore, WWE is not confident that a heel turn would create a suitably big demographic to replace the probably loss of the kid dynamic.
