on ascending parts the chart goes down, and with descending parts the chart goes up. It seems to be pretty over charted in some parts as well. The fast strumming stuff seems a little messed up too. But overall, the chart isn't terrible, it's just not the best.

No, only if it's on a bass guitar would it not make much sense. Otherwise, a 4 note chord makes sense, it's just incredibly rare that it'd be used, but with buckethead it's allowed to be broken as a rule
