They did, in the end. In America guns would have been pulled, but the Japanese are a bit more careful and were cautious around an unpredicatable and quite strong-looking drunk. It's a shame bikes had to be thrown before they were able to capture him, but the way they did it was very organised. Especially as they were constantly being abused and hit by this guy. And they even spoke English. I know in the UK if a foreigner was acting like this, not speaking English, the police wouldn't communicate
