He tried to, but there was a scandal. An official in his administration, one who was involved in the marijuana policies, was caught with cocaine. There was a scandal, and the political momentum was lost. And then came Reagan who wanted to INCREASE the harshness of drug laws.

Actually I believe the official was the Drug Czar, Peter Bourne, and he fell victim to a media gossip pile on. We have them to blame as much as anyone else...

@rukalius the u.s. drug czar was caught doin coke. so the administration had to drop the legislation on marijuana in order to save face.
