Sliding has not always been a staple for Mega Man. They didn't incorporate sliding into the Mega Man series until 3.

On X3, press start and, R, I believe, and Zero will fly in.

More accurately, you start out with the ability to dash. The "leg upgrades" in MMX games after the first one always do other things than allowing dash, like allowing mid-air dash or hover boots.

You can slide, and this is by no means just another megaman game. As a sequel to X3 this game has superior graphics, music, and challenge. As well, it is the last game to use the armor obtaining feature opposed to obtaining all pieces of a suit of armor before getting to use it. This game is one of a kind for that reason.

You aren'tforced to pick it up like in the original MMX but it's not even hidden and it's in the very stage he was showing when he said/demonstrated that you can't dash. If hr never found it he should have at least noticed that he did not acquire the leg armor and attribute it to that.
