the emancipation proclimation didnt apply to Louisiana cause it was under federal martial law. the emancipation procliamtion only applied to "sites of rebellion" and western territories. slavery was left legal in many states like New Jersey, West Varginia, Deleware, Missouri, Louisiana, and Texas. These states later outlawed it on their own.

I totally agree that a lot of the slaves did not go free because of the isolated conditions. Even certain rights listed for slaves in the "code of noir" would not be adhered to due to slave owners not being watched. Even if they were watched, who was going to make the abide by the rules, other slave masters? Basically the laws were made to help religious slave owners develop a rightous moral consciousness but ultimately, they still did what they wanted to do towards African slaves.
