This most definitely is not Russian. The interviewer is speaking Dutch. Having not seen the whole episode, but understanding Dutch quite well, it would seem that they were injured in a vehicle accident.
Some of the humour is even funnier when you understand the language.

It's a video of a Russian interviewer who is interviewing a man and his
wife who is beside him in a wheelchair on a LIVE TV (Russian version of
60 Minutes) on "surgeries gone wrong". This man had a surgical team
inadvertently remove his testicles !!!
I think the interviewer could have handled the facts but it was the man's
voice that appears to have set him off.
